Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defense, issued Executive Council Resolution No. (11) of 2025, which governs the activities of free zone establishments in Dubai, in his capacity as Chairman of the Executive Council of Dubai.
In line with the objectives of the Dubai Economic Agenda, D33, which aims to double the size of Dubai’s economy in the ten years leading up to 2033 and solidify its place among the top three economic cities in the world, the provisions of this resolution apply to businesses wishing to operate outside the free zone, with the exception of financial institutions licensed to operate within the Dubai International Financial Centre.
The resolution states that any business or organization that has been granted a license by the appropriate free zone authority is permitted to operate both inside and outside of Dubai, provided that it receives the required licenses or permissions from the Dubai Department of Economy and Tourism (DET).
This most recent decision represents a substantial advancement in improving the business landscape by allowing Free Zone companies to easily extend their activities outside of the free zones into mainland Dubai.
This program is in line with the city’s ambitious D33 Agenda, which aims to establish a vibrant business environment under the direction of its visionary leadership. This will increase the competitiveness of the city’s booming business sector and boost productivity for both domestic and international companies.
