In anticipation of Hajj 2025, the Saudi Ministry of Interior has laid up a number of protocols and directives to guarantee pilgrims’ safety and security throughout the holy season. The ministry said in a notification released on Sunday that Sunday, April 13, 2025, is the last day for Umrah performers to enter the Kingdom, and the latest day they may leave is Tuesday, April 29, 2025.
Access to the Holy City of Makkah will be tightly controlled starting on Wednesday, April 23, 2025, by the criteria that have been issued. Those who want to visit the Holy City need to provide one of three documents: a valid Hajj permit, a valid employment permit, or a resident ID from Makkah.

Foreign nationals residing in other regions of the Kingdom will not be permitted to enter Makkah unless they have the necessary approval. According to the announcement, anyone trying to enter without a permit will be turned back through Al Shumaisi or other checkpoints.
Additionally, the ministry declared that from April 29 to June 10, 2025, the issue of Umrah permits using the “Nusuk” platform will be suspended. Additionally, as of April 29, anybody with a visa type other than an official Hajj visa would not be permitted to enter or remain in Makkah.
