As part of government knowledge exchange initiatives, the UAE partnered with various nations and international organisations to organise three cohorts of leadership and capacity-building programs for Arab and international leaders. Crown Prince of Dubai, Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, served as the event’s deputy prime minister and minister of defence.

Among the graduating cohorts at the World Governments Summit 2025 was the second cohort of the Future Government Leaders in the Arab World Program, which was run in collaboration with the Government Knowledge Exchange Office, the League of Arab States’ Arab Organisation for Administrative Development, and the UAE government. From 20 Arab nations, 40 young leaders were graduated from the program.

The inaugural class of the International Cybersecurity Leadership Program, which was started in collaboration with the Government Knowledge Exchange Office and the Cybersecurity Council, was also acknowledged at the occasion. Among this graduating class were 29 top cybersecurity experts from around the world.

Additionally, Sheikh Hamdan attended the graduation of the inaugural class of the International Accelerators Ambassadors Program, which was arranged in partnership with the International Civil Aviation Organisation (ICAO) and the UAE Government. Fourteen ICAO member states participated in the program.
