When do you think the opposing party is purposefully stalling during a negotiation? The answer to this question determines whether a sale closes or fails in business. It’s a life-or-death situation in war. Many have already concluded that the initiative is slowly withering, if not dead, about a month after President Donald Trump’s administration initiated indirect peace negotiations between Russia and Ukraine.

The White House has reached short-term ceasefire agreements, but none of them have been put into effect. On March 11, the 30-day truce was enthusiastically announced, but Russian President Vladimir Putin swiftly softened it.

The 30-day truce on land, air, and sea quickly expanded to a 30-day ceasefire on energy infrastructure due to Russian reluctance. Russia and Ukraine continue to strike each other’s oil stockpiles and power plants, suggesting that even that agreement was too much for the fighters to carry out. Not much has changed with the March 25 announcement of the Black Sea ceasefire plan.

The Trump administration intended a truce in this vital waterway as a springboard for a more comprehensive conversation about permanently resolving the three-year-old conflict. Putin, however, had different plans, linking a stop in hostilities to the West’s decision to allow some Russian banks to rejoin its financial system.
