French President Emmanuel Macron announced Thursday that 26 countries have agreed to contribute either troops or military support on land, sea, or air to a post-war reassurance force in Ukraine as part of future security guarantees.
He clarified that international troops would not be placed in direct combat zones but in designated areas “currently being defined.” Macron added that the operational framework now needs to be formalised politically and legally to ensure swift implementation once a ceasefire or peace agreement is reached.
Some participating countries will still need parliamentary approval before finalising their contributions. UK Prime Minister Keir Starmer, who co-chairs the Coalition of the Willing alongside Macron, welcomed commitments from partners to supply Ukraine with additional long-range missiles.
Ukrainian President Volodymyr Zelenskyy hailed the coalition’s support as a “victory,” noting that Washington’s exact role will be determined in the coming days. The announcements came after a meeting at the Élysée Palace in Paris attended by representatives from 35 countries.
Alongside security pledges, leaders also discussed strengthening sanctions, including secondary measures, against Russia and states aiding its war effort. Macron said coordinated punitive steps would be taken if Moscow refuses to engage in meaningful peace talks.
