In the EU Parliament, Ursula Von der Leyen Will Make the Case for Her Survival

Later Monday, Ursula von der Leyen will make her case for her political survival in the hemicycle in the debate of the motion of censure against the European Commission that was submitted to the European Parliament. On Thursday, MEPs will render their decision.

The voting must occur at least 48 hours following the debate’s commencement. The procedure would be stopped if the tenth threshold was not reached, and all MEPs who signed the motion might theoretically still vote against it. Other efforts have focused on topics including the EU budget, the effects of bovine spongiform encephalopathy in Europe, and the administration of the Commission’s statistics agency, Eurostat.

A Commission has only ever resigned in response to a resolution of censure once in history, and that time without a formal vote in plenary. The Group of European Right’s 1990 attempt to get the Commission to quit over Agricultural Policy was a resounding failure, with just 16 votes in support and 243 against.

Before a formal vote by Parliament, the Commission, which was headed by Luxembourgish President Jacques Santer, resigned in March 1999 due to concerns about openness and fraud. This occurred despite the Commission’s successful defence of three different motions on other subjects in previous years.
