During a security crisis, the European Security Council would bypass usual EU bureaucratic bottlenecks. To confront grey-zone hostile operations, the proposal calls for a “counter-hybrid playbook” as described by European Commission President Ursula von der Leyen.
In her 2026 State of the Union address, she stated unequivocally that these new structures are supposed to be “fully aligned” and “complementary” to NATO, not replace it. Speaking at Euronews’ Defence & Space Summit, EU defence head Andrius Kubilius stated that the ESC would “not [be] against NATO,” but rather “exactly the opposite.” It is how to make Europe stronger, which would strengthen NATO,” he stated.
The entire endeavour would have three major components. First, the ESC is envisioned as a flexible political venue that expands the EU leaders’ summit to include crucial non-EU partners. Second, the Emergency Security Protocol would force member states to gather immediately if one is confronted with a hybrid danger. The third component is a Strategic Defence Enablers fund, which focuses on collaborative investments in air defence, cyber security, and space technologies.
