Washington is beginning to speak with Cuban authorities as his government increases pressure on the communist-run island and cuts off critical oil shipments, US President Donald Trump told reporters as he flew to Florida on Saturday night.

It follows the US president’s recent steps to cut off oil supplies from Venezuela and Mexico, which he said Saturday would push Cuba to the discussion table. The aims with Cuba remain unclear, but Trump has focused more of his attention to the island since his administration in early January grabbed Venezuela’s then-President Nicolás Maduro and has been more active in confronting nations who are foes of the US.

Trump has prophesied that the Cuban regime is about to fall. However, Trump’s latest measures to cut off Havana’s energy supply have already strained the island’s resources. This week, the US president issued an executive order imposing a levy on any items from countries that sell or provide oil to Cuba, putting pressure on Mexico, which Cuba had become reliant on for oil after Trump blocked oil shipments from Venezuela following Maduro’s removal.

Mexican President Claudia Sheinbaum responded to the announcement on Friday, warning that it might spark a humanitarian disaster and stating that she would seek ways to continue assisting Cuba.
