Moscow is Getting Closer to Compelling More Ukrainians Living in Seized Territory to Defend Russia

According to the Kremlin, the temporarily controlled territories of Donetsk, Luhansk, Zaporizhzhia, and Kherson in Ukraine have been officially merged into Russia’s Southern Military District. This would enable Moscow to increase compulsory conscription in those areas. Ukraine’s Center for Countering Disinformation claims that this district already includes Russia-occupied Crimea.

To make up for its own military losses, the Kremlin is stepping up its oppressive mobilization strategy and setting the stage for additional unlawful conscription of Ukrainians in the temporarily controlled territory, the center said.

In the occupied parts of Ukraine, people who refuse to obtain a Russian passport are denied access to social benefits, healthcare, education, and even humanitarian help. These people’s life become quite challenging because they are unable to leave the occupied territory.

The Kremlin urged all Ukrainians residing in Russia-occupied territory in March to either “leave” or receive Russian passports by September 10th. As a result of the campaign, Ukrainian citizens were forcibly enlisted in the Russian army and transported to fight against their own homeland.
