Russian officials are increasingly using a new phrase around the latest peace talks in Abu Dhabi: the “Anchorage Formula. Kremlin spokesperson Dmitry Peskov referred to it on Monday, saying the territorial issue, which he described as part of the so called Anchorage Formula, holds special importance for Russia. He added that Moscow’s negotiators are continuing to stand firm on their position.
Two days earlier, Deputy Foreign Minister Sergey Ryabkov made a similar reference. He said Russia was seeking a peace agreement that aligns fully with what he called the key understandings reached by the Russian and US presidents during their meeting in Anchorage last August.
The problem is that no such understandings were ever made public or even suggested at the time. The Anchorage summit did not produce any concrete agreements, and there was no mention of an “Anchorage Formula” until now. Standing next to Vladimir Putin after the talks, President Donald Trump made it clear that nothing had been agreed, saying plainly that there is no deal until there is a deal.
